Disabled characters?

If i don't unlock these new special characters (can't be bothered 45wins in a week, especially with 3 heavy tai users so can't do it in one team), are they going to stay in the character select screen with never being able to unlock them afterwards?!

Actually, Rock Lee, Sasuke, and Naruto (S) is the perfect team to unlock all the three of them at the same time. I unlocked all the chars in a day and even had a +19 streak.

I'd still like to know if they will still appear on the select screen as disabled if you don't unlock
