Mizuki Shuriken Dealing More DMG

I played with Cursed Seal Sasuke and Mizuki. Used Void on the enemy which took 55 Hp at the end, but then I used Mizukis Shuriken which delas 20hp plus 10hp for every 20hp enemy has Lost and instantly killed him. Wasnt Misuki's Shuriken supposed to deal only 40dmg and leaving the enemy with 5hp instead of dealing 45 and killing him?

Bye the way. PLEASE buff Mizuki, he is definitiely one of the worst characters in the game.
